My landlord is charging me $35 a month for a washer/dryer because it was in my welcome letter but not my lease. They have over charged me by $700. They said they can because its in my welcome letter. Is that legal?

I just went to my leasing office and then said it was part of my original welcome letter and sent it to me.

The thing is, I have my original welcome letter and it doesn't include a washer and dryer fee. They just sent me a fake document and threatened to call the cops on me.
