We were at a playground with my nephews and this was there. Two large bowls that go nowhere are on either side. Between the two bowls are holes that go down that center chute leading to the 'bucket' (?) on the ground. The bucket can be moved across the rail and spins.

We were thinking it's some sort of water toy.
