How long does it usually take to receive files from an adopt artist? Is 3 weeks too long?

hiii, sorry if this isn't a good subreddit to ask on, but I'm not very involved in online art communities, and I know there are like a kajillion adopt artists on TH so I thought it was worth getting opinions here?
Anyways. I bought a character design from someone just over 3 weeks ago, but I haven't been given the files for the design yet, nor has it been transferred to me. The artist has posted multiple new adopts since I purchased from them, and they've been accepting payments from other people, so I know they're still active, but they never replied to me confirming they received the money, and have been ignoring my comments asking for updates.
This has never happened to me before, so I don't really know what to do. Should I just try messaging them again? Try another platform? Or is this a situation where a chargeback is appropriate (I know chargebacks are like a huge deal, so I don't wanna send one when other options are available... I just don't rlly know what my other options are 😭)
Anyways, that's all. I could use some feedback from people who are more involved in the adoptable scene than me. Thanks for reading :')
