which one would be the best to go to, ignoring cost?

penn state or florida statae for political science?

i got into both penn state and fsu for a poli sci ba. i haven’t seen my financial aid yet, so i'll probably go wherever is cheaper, but i want to know which one is actually better for my goals.

i’m on a pre-law track and want to get into a top-tier school like yale or georgetown. i already have strong state-level advocacy experience in florida—i was a student elected official on the school board of the 3rd largest school district in the US and led a successful statewide education policy initiative—but i don't feel like i have much left to gain in tallahassee. i really want to get out of florida and move toward the nyc/dc corridor.

penn state is a big pull for me because my boyfriend is there. we’ve been long distance for a while, and being with him again would give me a lot of personal stability. i’m from miami and love city life, so a college town like state college is a little scary, but i wouldn't mind it if it meant being together.

the biggest challenge is that i’m currently homeless and have to work at least 30 hours a week to pay my bills (i already have a job & can transfer wherever, so getting a job isn't an issue). that doesn't leave much time for extra internships, so i need a school that offers the best resources and the most direct path to my goal. ignoring cost for a second, which school is the better move?
