Few questions because I'm debating maxing this talent or skipping it for something better:

1- Does it require a target? And if not, does it active with amy type of attack even outside of turn?

2- If the target of the attack is none watcher but the attack hits multiple targets(not necessarily an AoE) does the P.Atk increase affect dmg done to all targets or just none watchers?

3- Is the increase in P.Atk noticable or is it negligent or in other words, is it worth maxing?
