Questions about Arr Stacks

I've been looking into getting a NAS and setting up an ARR stack to replace my stremio+realdebrid current set up. It works well most of the time but I feel like this will be more reliable and I like the idea of having locally downloaded files, almost like the physical media of old.

I have a few questions that I cannot seem to find answers for, and I don't really want to use AI for it I reckon it'll spew nonsense so would much rather get some advice from the experts here.

  1. Is it possible to set up my arr stack so that others can access the content from their devices in their own homes? IE Outside of just my home network and have it accessible remotely.

  2. How do you choose the content to be downloaded? Is there a way to select content from an android APK interface perhaps and automate the downloading and file management? I'm thinking when I'm out and about and think about something I'd like to download or get a recommendation.

  3. What are people's experiences with reliability? Surely having the files actually downloaded and streamed locally would mean effectively no lag or buffer, but are there any other concerns like crashing apps / jellyfin or Plex becoming unresponsive etc? I'll be using an Nvidia shield as my primary end client device so good processing power.

  4. Are there existing setups that tick the box for points 1 and 2 above, and if so are these available on GitHub or somewhere?

A question for any fellow civil servants in the UK who are power BI developers

I work for a department with a let's say under developed data infrastructure and culture. My team and I are trying to modernise reporting via power Bi but we are finding our internal IT division are gatekeeping access to a frustrating degree. My team is in a different area of the organisation and IT are the administrators of the software and indeed software for the entire organisation.

We are unable to manage our own audiences in workspaces and the only access control we are permitted to use is for the associated PBI app, however we are restricted from managing multiple audiences - it's just one audience for the entire app which contains multiple reports and it is managed through Azure Portal, not within PBI service like you are trained to do. It's incredibly inefficient and creates problems when trying to share different reports with different audiences. IT insist on all reports being contained within an app for some reason, and because we cannot manage access to the workspace itself, only the app, we can't even resort to sharing reports directly from the workspace and thereby bypassing the app altogether.

The IT team are being overly risk averse because our department does not have established Frameworks for using tools like power bi and they are worried we already have too much access.

I'm really just looking for anyone's experiences specifically within the UK civil service. Are your IT divisions like this as well? Are you able to manage your own workspaces? What restrictions or policy frameworks are in place that govern how you are allowed to utilise PBI service?
