Both DLC's active and game is up to date: Greek & Han culture show old traditions

As said in the title: the Greek and Han cultures in my game show old traditions.

For example: The new greek culture should have Imperial Tagmata, Roman Ceremonies & Cultivated Sophistication. but my ingame greek culture does not show these traditions.

Same for the Han culture, where for example the culture that gives 20 concubines to the Hegemony is not there.

I have all DLC's downloaded & up to date. what is going wrong?
