When I was around 5-6 (early-mid 2010s) I used to watch a seemingly old cartoon called something along the lines of 'The Adventures/Misadventures Of Captain Blackbeard' and was about a pirate captain named Blackbeard, aswell as (these are the only two other characters I can remember) his pet parrot, who, for the life of me, I CANNOT remember the name of, who had the stereotypical 'squawk!' Parrot voice who often repeated what Blackbeard said and a particularly clumsy pirate with black hair named something along the lines of Elvis who often caused problems for the pirates and Captain by accident, but likely meant well (i could very likely be getting mixed up with Fireman Sam, since I grew up watching that show, as I live in the U.K, if that helps, but i do remember there being a clumsy pirate)

Since it seemed so old, I must have watched it on broadband, since that was how I watched other old cartoons as a kid (animaniacs, etc) sadly, I no longer have the old company i used, since our family switched companies years ago, so there's that.

The style looked quite old, think early smurfs cartoons and also Count Duckula.

My current belief is that it was produced by the Thames company, since they produced a lot of shows and cartoons from around that era in the U.K, but I could be wrong.

For anyone wondering, this show was not Flapjack or Jake and the pirates, although the title for fkapjack and the pirate theme that Jake has is the same, I can say with 100% certainty that neither of these are it.
