I'm looking for the ruling pertaining to the timing of when things need to be targetted, found a bunch of answers saying "as the ability enters the stack" but cant find the actual ruling.

The example interaction here say is if my opponent has no creatures, they have an enchantment giving target creature double strike at the start of combat and another one making a token with haste. My opponent says they can target the token so long as they order the target ability after the taken has been made, are they right or is the token not a legal target?
