Can pigtailed wiring on an outlet stop working?

Backstory:

We had a power outage, and one of our bathroom outlets stopped working. We moved our powered bidet to an outlet in the hallway, but that caused the lights to flicker. Not completely off, but they would dim and undim repeatedly. I replaced the outlet, and there's still no power to it, but the flickering of the lights is now gone when using the outlet in the hallway.

Question:

I believe the outlet has pigtailed wiring, which is why everything else on the circuit still works, but I'm not sure why the outlet doesn't work after replacing it. Is it possible that the pigtailed wiring is somehow messed up after the power outage?

Edit:

I don't plan on doing anything more advanced than replacing the outlet. I'll probably have an electrician come out to do anything further. Just wondering if this is something that can happen.
