So it's 9u so we are trying to teach the game while they learn and have fun. I witnessed a very strange situation and I was truly perplexed on what the actual rule was.

Man on first, batter walks on ball 4. We are encouraging the catchers to throw down no matter what and not advancing on over throws.

Catcher and runner on first don't know the count. Runner takes off like he's stealing and catcher throws down to second.

The runner does not actually stand on the base or touch it. He rounds too early and is just standing a foot off second.

They throw the ball back in from the outfield after the catcher overthrow and the one coach is trying to get them to tag the runner because he tried to advance. Ump calls time before that happens.

Coach loses it saying it was a live ball and the kid could have been tagged out.

I know once the ump calls time they can't tag him and he was instructed to stand on the base but it made me think. What would the actual rule be if he never touched second and was just standing there after a walk.
