Unable to create tracker account. Here is the response from IRCC webform. What does it mean?

Still unable to create tracker account so i submitted webforms twice.
First one, they just told me what they said on the webpage. My application is not on the system yet. Or invalid information provided. i copied the UCI and Application number from my BIL and double check the spacing whatsoever. And all information i provided is accurate. So i submitted the second one with a screenshot.

Does anyone know what does this mean? Are they gonna address my problem?
