Is this real or some kind of texture error?

I have this Zorua here i got recently but I was very confused to see that the surface outside of the textured art is different than normal. The light shines on the card way more than usual and the surface feels smooth. But the part where zorua is featured is textured and feels textured.

I tried to look up some other instances of this which I found one that showed different texturing on different print runs but it didn't exactly showcase what im experiencing here. So wanted to post and see if its fake or some kind of error.
