Hi, can someone explain the new fish system?

Why does the fish container thing have a red dot? And can we upgrade fish now? I’m confused

So I’ve been crawl mining anywhere from y -59 to y -56, and I’ll get a vain of diamonds but then not get any for like 5-10 minutes. (Also I have a fortune 3 pickaxe for when I do find some) So it takes me ages to get a stack. It’s really frustrating! What’s the best way to find diamonds? Help! :/
