is it possible to consider again the number for those needed for full lvl league play to be less than 16? Perhaps 14?

We are an active Elite league, and I see many EI and EII leagues also in recruit mode throughout this year, and others requesting mergers. Then you have others who bounce around looking for a stable league.

Not sure what a consensus of players would say. My suggestion is maybe they can take a look at a number that's competitive, yet easier to maintain.
