I moved this new build last October when the garden is mowed the last time. Last week, I mowed it for the first time, then scarified and raked with an electric scarifier/raker. But the soil is compacted heavily that the water stays above the soil even on bare soil parts. How can I make this garden shiny again? Also, the garden is sloping down towards the fences. Can I level it on my own? Size is approx. 9*6 m and the difference between the highest and lowest levels is around 50cm.
