[US-CA] Unsure who's actually in charge of my security deposit
I moved out of an apartment complex last month. Over 21 days has passed since my move out, I didn't receive my security deposit or an itemized statement during that time, and I'm planning on sending a legal notice to demand my full security deposit back.
However, the apartment I was renting went through multiple changes in property management (Sorry if it gets really confusing here). When I first signed my lease, it was with "A"; if it might matter, there were two companies listed in regards to "A". Eventually, "B" took over, and was in charge during the time I put my notice to vacate and when I actually moved out. "C" took over literally days after I moved out. "B" and "C" are both separate companies from the two companies listed in the lease I signed with "A".
When I called the apartment asking about my security deposit, "C" told me that "B" is responsible for it, and if responsibility was supposed to be passed off to them, it didn't happen. I contacted "B" and eventually someone did tell me that they're working on processing my security deposit, although I was initially told me that "C" is responsible for it instead. It's been a few days since, "B" apparently doesn't have any updates for me yet about my security deposit refund, but given my experiences with them thus far even when I was a tenant still I'm honestly thinking maybe they're not actually processing it at all.
So I wanna send a legal notice so I can make sure I actually get my security deposit back, but with all this back and forth and conflicting information I'm honestly not sure who's really supposed to get it. I'm inclined to think I should send it to "B" but I wanna be safe than sorry.
