Looking into AoD and my jimmies are rustled

Why does the sharpshooter doctrine interact so poorly with the bolt rifle designed specifically for extra accurate marksmanship? It's entirely possible that I'm the one being the goofball here, in fact it's quite likely, but I'm absolutely confounded

in a game last week my opponent insisted skulk about requires an existing cover save to stack with, whereas to me the phrasing simply implies that it CAN stack with it, not that it requires it.

the text is this:

>you can retain one of your defence dice as a normal success without rolling it (in addition to a cover save, if any).

this is not in any way an explicit description of requiring a cover save, that would be something more like:

>when you retain a defense dice as a success from a cover save, you retain one additional success.

or something like that. I've seen previous posts discussing this but those were all several years outdated and I'm just a little too lazy to track down if and how exactly the rules were different back then
