Tips for surviving a poorly run commune?

I recently moved to Anderlecht, and since then changed my address online, and now need to present myself at the commune to change the address on my card (a sans rdv task)

Every time I present myself at the service population, the wait is over 2 hours so I am turned away. Even if I wanted to wait, I couldn’t. I am disabled, and people are told to wait outside on the street where there is no seating. I unfortunately can’t access this place with my wheelchair as my metro elevator has been out of order since we moved here.

So I’m trying to figure out a way that I can do this considering my physical limitations- I’m a bit at a loss! Does anyone have any tips for getting jobs done at an underfunded commune?

Ive had four or five messages from the same buyer, each time asking for info on the item (how many times used, damage, now additional photos) and each time they’ve asked for a price reduction.

FYI the item was used once, RRP 80 euros listed at 50 euros. The first offer was for 30 euros, to which I said no thank you.

But the would be buyer keeps coming back, trying to convince me that I should sell it for cheaper. They quote the price on the US site, which is 65 USD. I am aware that the US site is cheaper, but when you factor in customs & VAT, it ends up the same as the €80 charged by EU resellers.

I really don’t want to engage in a debate about it, but this buyer seems to really really want the item, but only at a significant discount. However after seeing other people’s stories on here, I’m tempted to block, as it seems like a buyer who is somewhat untrustworthy and will complain and attempt to get a refund even if I do give the extra discount.
