If you don't know how much a spell costs as you cast it, can you decline to pay the cost and not cast the spell?
Example: Cost reduction when casting spells per target with spells that your opponents choose the targets for.
Cards
[[Hinata]] (Spells cost 1 less for each target)
[[Volcanic offering]] (opponent chooses 2 targets as part of the choosing the targets of the spell. See specific ruling)
Bonus question, if answer yes. Can you still decline even if you have the mana todo so(because you don't like the targets and it cost an indeterminate amount to cast)
