How high are you actually supposed to hang wall art?

Every time I try, it ends up feeling slightly off. Sometimes it looks too high once I step back, other times it feels too low depending on what’s underneath it.

Is there a general rule people follow, or is it more of a “depends on the room” kind of thing?
