I saw that the GWS - North game was 'Sold Out' on the weekend, with a crowd of 12,597.

The Manuka Oval record for AFL is 14,974, set in 2016 (GWS - Richmond). Per AFL Tables, this week's game was the 19th best crowd at Manuka.

There's been no redevelopment to remove seating, so how do you lose 2,400 of attendance on a 'Sold Out' game? Members not turning up? Reduced standing / Hill capacity for safety reasons?
