Bottom bracket not flush with BB shell on drive side -- is this normal?

Apologies for the poor photos, but thought I'd see if anyone had any immediate insight. I bought this bike (2000-ish Giant Farrago) used last year, and to my memory the bottom bracket has been flush with the BB shell on the non-drive side but not on the drive side since I got it. At the time I didn't know anything about bikes (and I still know next to nothing about BBs) and it didn't give me any issues so I assumed it was normal, but recently I've been having issues with creaking and squeaking whenever the cranks are under any significant torque, especially the drive-side crank, and I'm reevaluating. Any thoughts welcomed!
