The Save Act requires Photo ID "and" Proof of Citizenship. This places a heavier burden on women who often have birth certificates that don't match their photo ID due to marriage. This requires additional documentation for many women to vote. We know that Trump polls worse among women. Is this a way for him to disenfranchise many women from the voter rolls?
