If you listen to what Ziegler tells Bill in the billiard room scene, "I couldn't even begin to imagine how you'd even heard about the place..." - then it makes sense that the shocked and angry "red face" mask is Zeigler.

I've never felt the "Tricorn" figure on the balcony was Ziegler, the look he gives Bill looks far more like a "glare" than a friendly nod. Note how the female has a tear drop on her cheek and bells dangling - a sign of her unhappiness and "joke" life with a man she doesnt love?
That would also explain Tricorn sending a "hooker" towards Bill, to keep him away from his disloyal wife.
Appreciate the timings might not work after her father died, but we know she is part of the cult because her recently deceased father had a mask near his bedside.
Also note- it doesn't matter if Leon Vitalli played the character- it's about who it is meant to be e.g. Carl.
