Power:

Disbelief Papyrus was more than able to significantly damage Level 19 Frisk, more than Undyne was able to, putting him at a higher level of strength.

Last Breath Sans’ doesn’t matter due to Karma and the way his attacks work.

Power is about even.

Durability:

Papyrus had to dodge or block Frisk’s attacks for the first few phases, but then was able to take numerous hits and kept going.

Last Breath Sans technically died but kept coming back, so his durability doesn’t matter due to revival.

Durability goes to Last Breath

Papyrus was able to create clones of Undyne and Sans, manipulate Frisk’s health bar, and had a wide array of unique attacks with blue, white, and orange bones as well as Gaster blasters. He was able to keep up while Frisk was still taking actions.

Sans’s lost his sanity and mostly relies on the bone slide and the fact that he took away Frisk’s actions.
