This was discovered in a Right Of Way access that is being created for nearby infrastructure, Is this a ground wasps nest? If so does anyone know what type? I did not see any wasps flying around it.

I need them to be fully chagred by the morning. I’m charging them off my computer, does the red light mean it’s charging?
