I spent a while on this issue because there are no similar posts anywhere, so Im posting this here in hopes that people may come across this post instead of trying to mess around with power profiles. It came out to be a vram problem(the card is 4gb and 4x pcie after all). It seems that sometimes driver(I guess) considers vram full at around 3.5gb or so and puts stuff into ram(I guess) and never tries to put stuff into vram again even when it gets spare space. So how I "solved" the problem is recalled the times when I played Just Cause 2 on 1 gbs of ram when the game requires 512mb free to launch - programs to fill your ram and then empty it to flush all the not very necessary stuff into swap. In our case this way we can flush stuff into ram and have almost completely empty vram to launch the game with. I found no such programs, so had to write one myself. Im too lazy to setup a release script and posting binaries manually is unsecure cringe, so compile it yourself.

TLDR: If you have power usage and fps drops on a low vram&pcie lanes card, try running the mentioned program before running the game
