Simple question: is it against the TOS to play pokemon go and have a VPN installed on your phone?

To be short I wanna watch the US programmes of Pluto TV, but what about pokemon go? Will it fake my position and be considered as cheating?

I wanna play regularly and just want to make sure before installing it on my phone. Thanks!
