Permits and inspection for new house

So, I recently closed on a house in Dayton, my first home. A condition of the sale was a new roof and new electrical panel. The work was done/finished a week before the closing on May 6.

Now walking around looking at the work more closely, it wasn't inspected by the city. It's my understanding that since the listing agent arranged all the repair work (he contacted the company, he told them what to do) that it's his responsibility to set up the inspection and make sure permits were pulled. Am I wrong?
