Most optimal pulling I my situation?

I have E0S1 YG right now and if I read the leaks right she may be coming back in 4.3. I have 361 tickets with 17 characters pity and 66 LC pity both with no guarantees. I know E1 YG is important, but do you think it would okay for me to go for E2S1 Eva? I realize I have a very high chance of doing so but if I had to expend everything for it would it be worth it over E1 YG?

I'm assuming the only way to improve the chest to have speed on it rather than HP or DEF. Correct? Same with boots and similarly the orb right? Besides rolling onto the right stats when upgrading.
