Backpacking Montenegro (6–7 nights) coming from Shkodër — best base?

We’re heading up from Shkodër, Albania after doing Theth/Valbona hike and have about 6–7 nights in Montenegro before going to Croatia (Split/Ultra).

On a budget and trying not to move around too much.

Right now thinking of basing in Kotor and maybe doing Budva/Perast day trips, but unsure if we should split stays or add anywhere like Lake Skadar or inland spots.

What’s the best way to spend ~1 week in Montenegro without overcomplicating it?

I’m flying into Tirana in June as part of a longer Europe trip and planning to explore Albania before heading up to Croatia.

My rough plan is:

  • Tirana (arrival)
  • Sarandë
  • Himarë
  • Shkodër

I’m aiming for a mix of beaches, some chill time, and a bit of nature/hiking in the north, but I don’t want to be constantly moving or feel rushed.

Right now I’m thinking something like:

  • Tirana: 1 night
  • Sarandë: 2–3 nights
  • Himarë: 2–3 nights
  • Shkodër: 3–4 nights (for hikes / day trips)

Does that sound like a good balance, or would you adjust the time in any of these places? Also curious if Sarandë and Himarë feel too similar or if both are worth it.
