Seems like there is no lobby for collecting all 4 Aespa skins this time? Is this intentional or did they forget about it

This guy has been cheating all the way up to 4878 rp for many days now (with blatant aimbot and esp, playing solo duos ranked). Why is this account seemingly unable to get auto-banned from spam reports? Holding EU Duos Ranked hostage. Why do both the anti-cheat and the auto-ban system fail here?
