Above is the link to the petition to do just this. Otherwise as of September Google is going to shut this down in a way that is going to make it so you have to pay for a developer license for any Android product. This will essentially make modding apps impossible. At that point it will probably be against their terms of use or some such developer policy to mod existing apps without the consent of the existing developer.
So if you wants to keep the ability to mod apps past September click the link above.
