EDIT: I am getting A LOT of suggestions that are not from the time period. It was ABSOLUTELY a song that came out anywhere between 2000-2003, was a punk-Pop style song, Most likely sung by a woman. The closest suggestion so far as been Kelly Osborne - Suburbia, but that is not the song. It is the same style, but a more melodic voice.

i have been trying to find thing song for years. literally the last twenty years or so, d I just can’t remember who sang the song or what it was called!

Singer I believe was Female, though could have also been a male with a high-pitched voice.
