Getting back into SR after a long break and was working on a character, but came across something strange to me.

Cyberguns are listed as able to be implanted in a regular arm or cyber arm, but have essence costs. I’m assuming the essence cost is for putting them in a normal arm, and there would be no cost in a cyber arm. Am I right? Assuming so, where does it say this? Assuming I’m wrong, does this strike anyone else as odd?
