I'd imagine a magical cold war scenario back in the golden age of magic, where every nation just constantly has these ready to go in underground bunkers 24/7.

This is the only way I could see Coco beating the dragon with the knowledge she has if she got transported into the Labyrinth alone.

If she remembered the spell or reproduced the results, she would have passed the test, and beaten the dragon and lived. If she didn't it doesn't matter, Iguin would've just labeled her as another failed seedling.

Iguin wants the seeds to be the catalyst to drive the pointed caps towards forbidden magic. He placed Coco in the Labyrinth so that she could learn to use magic as a weapon. Not something to be feared, but controlled.
