Transcribing a letter in Raccoon City

I found this relatively legible letter from the BSAA in the Raccoon Police Department by the save point, and I didn’t see anyone else online mention it, so I thought I would and see if anyone else noticed and tried reading it. My attempt at transcription is below:

From the first outbreak in Raccoon City, bioterrorism attacks continue to plague communities.

With the risk these outbreaks pose, governments must reevaluate these threats to both national and global security, and world leaders should develop and strengthen cooperation in medicine and public safety to properly counter any terrorist organizations deploying biohazard tactics.

Classified as weapons of mass destruction, biological weapons are cheaper to manufacture than nuclear or chemical varieties. These inexpensive, inhumane weapons are a convenient alternative for any aggressive countries or organizations to acquire and manufacture, precisely why it is of utmost importance to strengthen the systems set in place to avoid their production.

Observation over the past few decades has shown that bioweapons are used early in a conflict to weaken and cripple a group and gain an advantage. Unlike conventional, nuclear, and chemical weapons, biological weapons have an incubation period that delays their assault across several days or weeks.

Not only does this make it difficult to identify their use, but also renders the victimized groups unable to immediately respond as infection continues to spread.

Outbreaks of new infectious diseases pose an enormous risk. In the event an outbreak does occur, we cannot rule out that its cause may very well be terrorist organizations.

The only way for humanity to stand up to these egregious attacks is for experts around the world to share information and develop equally innovative defenses.

The fate of the public lies in the hands of world governments to allocate appropriate resources and budgets to disease control and national defense.
