It's only my dog's 3rd birthday and my partner cries and dreads the passage of time

If she's like this already how in the world is she going to be when the day comes we need to say goodbye? How has life changed since for those who had to experience the inevitable? How long was the grieving process? For those that got another pup after, was there any guilt that you don't think you'd be able to care and love the new one as much? I would have never thought she'd be this invested, if I had known she'd cry every birthday I would've never suggested bringing a puppy home.
