[DC/Marvel] How does the magic work in DC and Marvel?

So I just read Doctor Strange: God of Magic, and there are parts where it implies that no matter how big or small the spell is, there is a cost to doing magic even for people as powerful as Doctor Strange, Loki, Wanda, etc.

Has that always been the case or is that a newer invention?

And I know it's a different universe, but on the DC side what about characters like Zatanna or Shazam? Do they have to pay a price every time they do magic or are the rules different in DC?

It takes place in year 5, but instead of Umbridge being the DADA teacher for that year she sends one of her employees to do the job. But instead of following the lesson plan she had laid out, the main character actually teaches the students properly.

I don't think the MC was intentionally going against Umbridge, but Heromine pointed out that the schoolbook for that year wasn't good, so the MC changed the lesson plan

I think during the opening feast the Umbridge told the MC to give the "progress for progress' sake" speech, but the MC didn't since they couldn't find a good time to interrupt Dumbledore.

Sorry I wish I could remember more.
