In the past I've done this without much issue however now it's giving me a pain.

1. install PMS on new server
2. Sign in, log off, kill the PMS process
3. Copy %localappdata% from the old server to the new one. Side note, I have 990,000 files here and windows really struggles with the move files. Takes almost two days to move.
4. kill PMS on old plex
5. start PMS on new plex"
6. No Libraries found on the new plex!!
7. panic, exit pms on new plex, restart it on old plex. All users have been uninvited from the libraries now for some reason?

In either case, the media locations shouldn't change - both servers have access to the same NAS
