A Level 8 teaching job in Delhi Govt. or a Level 7 desk job in a Central Govt. Autonomous Body?

Edit 1: What I'm concerned about is the extra duties such as those during elections, census, implementation of Govt. Schemes, and so on. Are all the extra leaves that teachers are said to enjoy consumed in performing these duties?

Edit 2: The question pertains to male teachers in boys' school, if that matters.
