Not sure if this is the right place to post this for some advice. My Joto cap press started doing this ( see video) the digital controller flickers and the PV digits jump from one number to another. Any idea why?

I need some advice about repairing a roof of a civic 2013.

Is this clear coat fixable with compound only or do I need to sand it first?

I will appreciate if you can tell me how would you proceed to fix it.
