Is it weird to order a dish before the rest of my table arrives?

Im in Rome, arriving at a restaurant before the rest if my table, expecting them to be another 15 to 20 minutes, i figure ill have a wine and an appetizer because im fairly hungry.

Place my order but then the wait staff come back and tell me they cant just do one order for a plate but need the whole tables to order together so they wont do an appetizer for me. Restaurant is basically empty except for me.

Is this an annoying thing for me to do? I just wanted to have a taste of something while i wait for the rest of my family to arrive.

EDIT: There was no reservation, my partner and her mum were out at a museum and I was having a drink nearby, found the restaurant on google maps and suggested meeting there whenever we all got there. Walked in and asked for a table for 3 and said the others will be coming a little later. To be quite honest i think there was perhaps a little misunderstanding between me to the waitstaff to the kitchen, or perhaps someone said they couldnt be bothered if the whole table wasnt there.

Food was nice. 4 out of 5
