I saw this clip on Instagram recently that Nadji Jeter was interviewed by an obscure YouTube channel called Love It Film, in which he confirms that a Venom game was planned, but since Tony Todd passed away, Insomniac cancelled it. This pretty much implies that the unused Tony Todd lines were not for a potential Venom game and more than definitely recorded for the scrapped ideas for Spider-Man 2.
