Whistleblower Retaliation? Laid off for "Lack of Work" while company is hiring.

I am a professional roofer. In March 2026, I returned to a company that has a documented history of legal issues, including prior federal class-action lawsuits regarding unpaid travel time and overtime violations.
The Current Situation:
Shortly after starting, I reported serious internal misconduct. Exactly one month later, I was laid off under suspicious circumstances.
The Key Issues Reported:
• Billing Fraud: Evidence of fraudulent billing practices.
• Time Theft: Documented instances of time theft within the company.
The Timeline & Evidence of Pretext:
• March 27, 2026: Formally reported the fraud/theft to management.
• Post-Report: Management kept me assigned to work directly under the individual I had reported.
• April 22, 2026: The company hired a new employee for the same type of work.
• April 23, 2026: I was laid off for "lack of work," despite the company having active, large-scale government projects and is government funded and the new hire the day before.
Additional Documentation:
• Safety Violations: I have photo/video evidence of three different foremen working on a roof 30 feet up without harnesses, with the company truck clearly visible. (I have not reported this yet).
• Company History: The company has previously lost or settled federal class-action suits for wage and hour violations. I have also taken screenshots of text messages to the company owners and operations manager regarding the incident. I expressed my fear of losing my job because the individual was misappropriating company time and billing customers for it. Specifically, he was spending approximately three hours engaging in his own persona, Aranda. It is important to note that this incident occurred on my third day back from being laid off. I reported the incident, but unfortunately, I was subsequently laid off without any communication. A few weeks later, after reporting the incident, I discovered evidence of the individual’s time theft. I have photos and videos with timestamps and location information, as my iPhone’s GPS map app marks the location on the information screen. Mind you the company from previous lawsuit never changed outdated punch in punch out clock witch creates a ghost trail for billing for multiple repairs a day with repair crew unlike other company’s who make each employee docket all there times on a app since there is multiple repairs in a day and where on the road mind you the Forman controls the time sheet he prints my name and I don’t see the time he puts on it all the Forman do this
