Hardware Acceleration not being used despite all settings asking for it?

Hi all.

I've noticed high CPU usage lately when I have multiple remote users doing transcodes, despite having a decent graphics card on my machine (Radeon 6700 xt).

As far as I can tell, I have all my settings enabled to use Hardware Transcoding. But I even just tested running a video on a lower quality on my network so it would transcode, and it doesn't appear to be using hardware transcoding. Any help would be grateful. See attached images showing the stream and my settings.
