I know you can combine upto 3 leagues for tournament play. Could each age level combine with 3 different leagues or is the league combined as a whole?

8-9-10 combines with Leagues B and C

9-10-11 combine with leagues C and D

10-11-12 combines with leagues B and E

Or is this league only able to combine with B and C at all levels
