For anyone like me who missed picking up the Dart Gun at Tenpenny Tower.

The Dart Gun Schematic can be found at the top left corner of the map at the MDPL-05 Power Station on the ground next to a dead NPC. The exact spot is at the intersection of 1 square to the right and 2 squares down.
