I think my garage tried to scam me or is either very incompetent?

I had to take my Audi TT MK1 in for an MOT and it failed on emissions (too much carbon dioxide after second idle) and a wheel bearing. Idk anything about emissions so I just ask the guy for a price to fix it and he said I need a new engine or a new car. He also didn’t give me a sheet with the results of the test, he told me verbally it was triple. I’ve never dealt with emissions before so I did not know a sheet was the norm. He also told me he tested it thrice to make sure.

I said could it not be a sensor or an exhaust component/car and he just said “not really”, then after some back and forth he said he doesn’t actually know and only deals with the mechanical not electrical. That’s fine, id rather he be confident in working on my car then replacing stuff randomly.

I trust this garage loads because I’ve volunteered there before and know someone there

Anyways i take it to a second garage owned by a friends dad, I don’t give it an Italian tune up or anything, just driven normally on an average speed checked 40mph road, within in an hour he gets back to me and says there is nothing wrong emissions wise and the wheel bearing just needed adjustment. After some other work was done to it, the car was tested COLD and it still passed with a clean MOT. MOT tester number 2 said a reputable garage, especially one that knows you and you go to often would not test your car cold, but regardless mine still should have passed cold.

Not obviously my mind and others just jumped straight to fact the first garage wanted to rip me off, but I’m unsure as they also strongly implied I just get a new car. I just don’t get how or why they would fail my car on emissions even though it should have passed 🤣 I’m not making this post out of anger, just more relief as I love this car and didn’t want it scrapped

Exhaust carbon monoxide content after 2nd fast idle exceeds default limits (8.2.1.2 (b))

Apparently the next step is a new engine…i asked could you not diagnose the fault as potentially it could be a sensor or something with the exhaust and he just said “not really”. But surely the first step cannot be new engine right?

The garage is an independent and a family friend knows some of the MOT guy, and too his credit he didn’t try and get me to pay for a new engine, he just told me to get a new car

Any experienced mechanics able to tell me if it could be a cheaper fix? I have mates who use to be mechanics telling me it’s likely a sensor or exhaust
